First prep the wheel. wash 100% use dish soap to remove any grease they may have, then I would use some 320G or 400G dry so you know it will have plenty of BITE you dont want to get to course of grit that will leave groves and pits. and then degrese and follow the directions on the can as well

I scoured first, then went at it with 1000 grit. Primered it and sanded it down to a smooth surface, caliper paint, and high-performance enamel. That Rusto'crap sucks, it sputters and is not consistent.
