the fans on my 03 gt never turn on unless the AC is on. Ive been up to 210ish and they didnt spin but as soon as I hit the AC they run like a champ.

You should have two relays in the under-hood fusebox, one for for each. I'd start by checking those.

I've had similar prob. Try, with engine off, to spin fans by hand. They should spin freely and come to a stop smoothly. If not bearings mat be bad. I feel that the fans should kick on at lower temps but hey i'm an electrician not an engineer. Also other good tips for checking fuses.

If my memory serves me corectly, most GM cars with 195 t-stats have the fans set to come on at 222 degrees. If you are running a 180 t-stat, it may seem like they never come on. GM did this because our engines are more efficient and have better emissions at higher temps, of course we all know we lose power, especially you S\C people. I love my ZZP PCM with earlier fan turn on and after key turn off fan run function. I installed my PCM a day before I did my 180 T-stat and the fan seemed to run almost constantly because the new PCM is set to turn the fans on at 185.

For manual control try ZZP's fan switch, or just get the PCM.

In a cooler climate or at night times, that seems perfectly normal.

Keeping your engine too cool will prematurely wear the O-rings.
