Noticed last night my HID's didn't seem bright down the road, pulled over and my pass side light (the bulb itself) has become severely dull, and not even the same colour as the other one. Its basically like a GE Nitehawk headlamp right now and its pissing me off. What can be causing this ? Do i need a new bulb?

Try swapping the driver-side bulb with the passenger-side bulb to make sure it is in fact the bulb that is the culprit.

Yep, do as Zalfrin said. If it follows, it's the bulb. If it doesn't follow, its the ballast/wiring.
