I removed the nosedrive portion once on my 2001 GTP, and had to drain as much fluid as possible. Just get some aquarium plastic tubing and some cheap plastic syringes and use them to suck the fluid out. They can also be used to top up the power steering fluid.
As for where I got the syringes, I don't remember if they were in pet or baby supply but I am pretty sure you can get them at Wal-Mart.
Don't know where the PCV valve is, but it has to be somewhere in the intake manifold, so take a look around. Having a replacement in hand may give you some idea of what to look for.
