Saw silly tint window

While I'm loading all my stuffs in my car because I'm moving this weekend.

I was on route to sitting on traffic light. I saw 97-99 Ford 250 pickup truck sitting next by me. I turn my head and I saw something interesting. The front window have "circle" hole from tint window. Why is that? So he could see better in normal window on that mirror. lol I guess he doesn't know how to roll it down and back it up to see better? His tint window is very dark. Probably 5 or 10%. It does look very weird to see that. Wish I have camera to share.

my truck 89 f:150 has % tint on the front windows and its cut out so it just has a outline of a arc.
