I don't think she should have been ticketed, but the other trooper shouldn't have told her to drive in the breakdown lane. Ever heard of calling for an ambulance? Or, if it's that much of an emergency, throw her in your car, you have lights and siren and she doesn't.
The second trooper may be a jerk, but the first one is an idiot. And the second trooper didn't do anything legally wrong...they WERE driving someplace they shouldn't have been, regardless of instruction. But, does she deserve a ticket? I don't think so.

in some states its allowed to drive in that lane for emergencys.
and expecialy if informed by a police officer you are allowed to.
the first police officer should have escorted them or atleast put out a blanket brodcast informing the other squad cars about the woman and there plate #.
