Whenever I move my keys to the furthest position up, my car makes this electric "eeeeeeeeee" sound.

It will continue to do this when the engine is turned on. Is it my alternator?

Its got to be something electric, since it happens when my engine is off.

Has it always done it?
If so, then it's the electric fuel pump, it comes on when the key is in the on position.
They are rather noisy. It's normal.
