Oil on the outside, valve cover gaskets would be in order
Oil on the inside, thats a bit more involved, probably valve seals

No.

Are you losing an abnormal amount of oil (more then a quart every 3,000 miles)? Is the car smoking on start up, under load(as when you get on it to accellerate)? If you answer no to all of those questions I wouldn't worry about it. Oil on the plug can be from worn valve guides to broken ring, busted piston or scored cylinder walls. The valve guides is the easiest fix and the sign for that is usually smoke on start up. The rest require engine tear down to correct.

Is it oil, or just something slimy and oily? Because its more likely that coolant would get into your cylinders and foul the plugs
