It's mostly likely due to your alternator. They're infamous for causing this particular problem.

OH, its litterally a whine(like the sound)!! I thought it was some new high end stereo product that I didn't know about.

This is common to all the Monsoon radios. The only way to eliminate is to do a redo of the speaker setup with aftermarket parts.
