they are already the laws here in new jersey. i just got my restriction taken off in the last couple of months. and as for the cell phone thing its illegal for anyone to talk on the phone while driving, but hey we still do it.

We've been hearing about this for awhile now. Glad it's finally going into law. ...and a brighter side, we will be doing away with the front license plates soon.

I'm sorry, but I find the fact that they're targeting the younger people for the cell thing very very stupid. There are just as many adults on cell phones causing accidents as there are kids on cell phones causing accidents. Cell phones in cars generally annoy me anyway ..
I agree with the rest, though. I had those restrictions when I got my license. The passenger age thing is a little screwy, but whatever. They can ride the frickin' bus like I had to.
And the curfew .. yes. Definite yes. Nothing good happens between midnight and five AM.

I wouldn't mind it except for the fact is goes all the way to 21. (My Bday was yesterday, just turned 21 btw). I could understand a 16-18 thing, but this goes very far into restricting the lives of legal adults when they hit 18 (passenger rule/curfew). I could care less about the cell phone usage. You'd think if they really wanted drivers to be safe, they would actually teach them to drive instead of some farce of a test.
Here in KY you must take a drivers ed course of some form within the first year of getting the license or it's revoked.

Basically anyone under 21: -Cannot use a cell phone while driving. -Cannot carry no more than one non-related passenger under 21. -Cannot be on the road between 12-5am except for work.

has that passed or is it still being debated? if it has passed i will be slightly pissed cause this is the first time i have heard about it and i will be breaking it on a regular basis since by law i am a legal adult and who are they to say when i can and can not drive the car that i am currently paying for. if it hasn't passed then i will be calling my Legislator and asking him to vote againts it since it is restricting the freedom of voting citizens like myself and everyone else that i know over the age of 21. i know that a few years ago they passed a law that was just like this but for people under the age of 18 which is fine with me cause they are not voters but still in the state of texas you become a legal adult at the age of 17. i have no problem with them saying that talking on cell phones while driving is illegal since i was almost hit today by two young ladies talking on cell phones.

Being an adult doesn't give you the right to drive. Nothing gives you the right to drive. It's a privilege. By holding a drivers license you agree to drive by the rules of the road set forth by the state.
Yes it has passed and goes into effect on Sept 1.

do you have another link for this law i would like to read something offical for myself and not just have the word of people i dont really know. one other thing i am regularly at school until well past midnight so what about that am i supposed to stay at school all night and wait until 5 am

I just ran a search on the texas legislature website and there is nothing on the site about this new law so unless i someone can produce a credible then this is all a big hoax.

SECTION 4. Subsections (a) and (b), Section 545.424, Transportation Code, are amended to read as follows: (a) A person under 18 years of age, during the six-month period following issuance of an original Class A, B, or C driver's license to the person, may not operate a motor vehicle: (1) after midnight and before 5 a.m. unless the operation of the vehicle is necessary for the operator to attend or participate in employment or a school-related activity or because of a medical emergency; [or] (2) with more than one passenger in the vehicle under 21 years of age who is not a family member; or (3) while using a wireless communications device. (b) A person under 17 years of age who holds a restricted motorcycle license or moped license, during the six-month period following the issuance of an original motorcycle license or moped license to the person, may not operate a motorcycle or moped: (1) after midnight and before 5 a.m. unless: (A) [(1)] the person is in sight of the person's parent or guardian; or (B) [(2)] the operation of the vehicle is necessary for the operator to attend or participate in employment or a school-related activity or because of a medical emergency
