HID's Illegal or Legal?

HID's are obviously in some sort of gray area when it comes to state laws. When doing a bit of research I've found that yes, people have been pulled over for HIDs in their vehicles,but does that mean I would get pulled over? Well who knows. The reason for this post is because I want to find out the real answer, are they illegal or legal?
I'm looking for a more black and white answer if that helps some of you to help me with my question. I am thinking about getting HID's in the upcoming future again (once owned them for a shortwhile, never had issues but then again short amount of time).

they are illegal unless equipped that way from the factory. You will be less likely to be pulled over with 4.3k or 5k than with, say 8k, due to the amount of blue in the light output.

There's a video on youtube that explains why they are illegal, Unless fitted with projectors due to the scatter of light.
8k isnt really that bad. I love my lights, havent had an issue yet.

Yes, Projectors have a cutoff Line. I have mine aimed just perfect that where the cut off line is below oncoming traffic eyes so that i dont get flashed all the time. i still every once in a while do, because they are HID's, but not because they are aimed straight at their eyes.

The parts they are constructed with are DOT approved, but the assembly as a whole has not been certified, too expensive.
Properly adjusted projectors go a long way towards being courteous with HIDs (2.1"-2.5" down from center at 25'). But technically, they are designed for halogen bulbs, so they don't do as good a job as projectors designed for HIDs. The cutoffs on ours create hot spots, light is brighter in some directions than others. In my opinion, our projectors are sufficient for running HIDs safely.

I haven't been flashed for mine yet but my cut-off line is like, above cars. My highbeams illuminate low flying aircraft atm.
I had to adjust them higher because my buddy sat on the freaking housing and broke something. Now it's got the bounce and it didn't aim far enough down the road.
What is the best way to aim headlights? I'd really like to know...

Drive up to garage door, wall in parking garage, etc. Make sure you've got 25' of flat, level ground behind you. Measure from ground to center of headlight. Make a mark on the wall at that same height, minus 2.1". Back up 25'. Aim the cutoff for the mark on the wall.
As for right/left adjustment... There's not much to be done with our projectors, you can't aim them properly and avoid horrible gap. I am planning on shaving the step in the cutoff on one of my headlights (I think it'll be the passenger, pretty sure the drivers side step is farther right than the passengers) to make my light output even across most of the road, and higher on my right to light up signs.

Any friend of mine knows they are to remove all metal objects and wipe their feet before getting in my car.
