Ah I get it, sort of an "urban camouflage" look..
I spotted a white Nissan with a body kit, chrome Maxwell House muffler, and the hood, roof, and trunk were painted in a gray/black/white splatter finish that looked like old asphalt. It was probably done to fool police & traffic helicopters when he's on the highway moving 10-15 mph below the speed limit.
