i have the zzp kit

as stated from them:

9007 - standard low/high bulb for '97-03 Grand Prix, & 05+ Cobalt. (high beams are Halogen)

they do have HID's that have a halogen hi beam filament with it as well.

What you need is the relay harness and the bulbs. The ballasts are all the same.

Looks like it, their English is a little wonky but I think what they mean is that they will provide the relay harness. So yes, that is all you need.

I wish I had saw that earlier, I would have saved a bit on my bi xenons.

Wow, I had no idea they had that. My bad. Is the high beam halogen output any better than the low beam HIDs?

no i havent used the high beams they suck compared to hids.. but there are times i would like hid highs, price i pay for black headlights

You're contradicting yourself.
First you say they are not telescopics, then you explain what your bulbs do which is exactly how telescopic bulbs work.
Telescopes retract and extend.

I thought telescoping bulbs change the pitch of the bulb up or down?

I never thought about it but what you say makes sense.
