is there anyway to have the fog lights on all the time without having to turn the light switch on?

yes there are few ways, all require tapping into a source thats on when the ignition on.
1) fog ons with no parking lights(might not be the easiest)
2) fog and parking lights full time.

you need a relay for any of these to function properly with no ill effects to tapped source.
on the relay, 87 goes to 12+
86 goes to trigger source
30 to foglights*
85 to ground
*for #1, you will have to cut the wire (+) at the
lamp and tape off the unused end so that the foglights are seperated from the stock wires.
*for #2, all you have to do is tap into the parking light wire from behind the switch. easily to find with testlight/voltometer.

oh, btw get a fuse holder or something and put it between terminal 87, betta safe than sorry.
