I had a hood change and rear deck spoiler change a few years back aon my 84 Z-28 and it was black.It sounds like to me the place you want to take it to does not want to bother doing this.Take it to a shop that deals with after market add ons. They will know how to prep and mount it. These parts always need some trimming and adjustments. Make sure he is a good painter.Look at some work first.
