My friend and I did it, we really just got off as many nuts & bolts as we could, yanked to see what we missed, then took those off. Repeated until it came off.

Of course, when that idiot put it back on while I was doing something else, he had some stuff left over... lol

However, if you want to replace the washer fluid, wouldn't you want to remove the fender, not the bumper? We tried to get the fender off, since it's got a dent in it I need to get out, but we couldn't get it off, no matter how hard we tried.
