I started out using MS Access and found out that it is terrible software.
I'm currently using MySQL and MS SQL server. It works for me.
What do you recommend? Is it cheap?

Microsoft SQL Server Desktop Edition is free and easy. It supports stored procedures and data transformation services. With enterprise manager, it gives a nice user interface that also has a good SQL interface.
