Have you tried? It's pretty obvious and really easy.

You have to take the license plate off, of course. There's tabs on the top that slide upwards into holes in the bumper, and the bottom part has two holes to put screws into to hold it in place. Use screws with relatively small heads or you'll scrape paint off your bumper while you're putting them in. And don't overtighten, you could put stress on the plastic and make your paint spiderweb under the pressure.
